I have read most of the responses to your question and thought that if
you have trouble getting needles into the hammers you might like to use
just one needle instead of two or more.  This will allow you to get the
needle in and also find the hard spots more easily.  Voicing takes time
and effort so continue on until you get the sound you like to hear.

Start at the top of the middle section and work upward and downward.  If
you have not done much voicing in the past realize that your ear will
get tired very quickly and you will need to rest, take a walk or listen
to someone play the piano while you are in the audience chamber.  Go for
the rough tones first then the less rough.

Voicing is not a mystery, it just takes time and some experience.

To learn voicing voice every piano you tune.  The rest will come with
time.
