This is a good point.

Also, if the hammers have been extensively filed then they may be too
light in relation to the leading in the front of the key.  Or maybe just light
enough so that the least bit of friction on the key pins causes sluggishness.
This would show up in measuring touchweight as a low Balance Weight.

What is the Upweight and Downweight ?
This is a good diagnostic tool.
