Bringing the letoff closer reduces the amount of effort needed at the key to attain the same volume because the hammer doesn't have to be propelled over a long letoff. By the same token, pianissimo is easier. The action is the same weight, it is the perception of being able to use a lighter touch. I have to admit that the TautLine is a handy item, I never thought of using it for hammer line though, just LO/drop (Pianotech has a supply) it is a nice tool to keep it in line through seasonal changes.
