Those fiber inserts have to be removed and new wood inserted. There are three approaches I can think of right off. 1. Find a key at each end that are correct, pop out the inserts, cut a dado at the balance hole, make new shoes, position shoe over pin, position key over shoe with hide glue and slid key back and forth tosqueeze out excess glue and using a straight edge move key into alignment. 2. Purchase The balance rail hole replacement kit from Ralph Onesti ($400.00) and do the job right and well the first time. I have the kit but not had the chance to use it yet. You may have to use thick balance rail punchings to align the keys but gluing to the bottom of the key. Bear in mind that those inserts are _hard_ and will have to be removed before you can do anything with the keys. Do not use your cutting tools to remove the inserts and cut the key at the same time. Much damage to key and cutter can ensue. 3. Send the keys, and frame, seperately, to a good key person to have the bottoms replaced.
