Seriously, I found a book of essays called *Regulation and the Reagan
Era: Politics, Bureaucracy and the Public Interest* (c1989, The
Independent Institute) with a chapter called "Regulation, Taxes and
Political Extortion".  A disgusting description of the cynical way things
work in Washington by a guy who worked at the FTC.
