Tuning Hammer Tips

I've lost the original post, but I had the same experience this past week.  I
have an old Hale #3 that I love using and needed a new one for another hammer
so I ordered one from APSCO and like yours, it was actually even smaller than
my #2's.  I've just returned mine and they are "suppose" to look into the
situation, most likely these tips were stamped improperly.
