David; Sometimes the new dampers fit right into a node of the string/note. If this is the case, moving the damper head up or down on the string might provide some relief. i.e. loosen the damper head screw and physically change the location of the head in relation to the wire. Sometimes a very small move helps greatly. Pick out the two or three worst offenders and experiment. I know that you have checked for full seating top and bottom but sometimes if the lower part of the damper strikes the string, slightly, before the top, this will provide relief of your symptoms.
