Even if the action has been rebuilt before, the stack should still be in the original position and should be able to provide measurements to the hammer flange centers at both ends both in height and fore and aft as a target for the replacement. Or if you can verify the shank length is to spec, you can mark and measure the strike point accurately from the old stack. If this is the piano in which I did the belly for you this spring, treble string heights are now considerably more uniform than they were when it was built, so that ought to at least simplify setup and hammer boring some.
