...and if the shanks are reduced in the treble, you may need to swedge the clips used there in order to get them to grab adequately.

They are called "binder clips." 
 

Small or mini. 
 

There is a slight variation in size between different makers, so you may 
want to bring a sample shank to the store for testing.

Can someone please remind me the generic source for shank clips? I believe 
it is an office supply product. 
 

I have a client not quite ready to spring for new hammers, but needing a bit 
more upweight (hammers filed once too often) to make things work nicely.
