Just as an example, a pilot gets a basic license for single-engine aircraft, and then adds certificates for instrument flight, multi- engine aircraft over land, multi-engine sea, private jet, commercial jet, etc. They distinguish one set of skills from another. In the piano hierarchy of skills, there might be a basic nomenclature and functional knowledge section that applies to everyone, including dealers and rebuilders, then an add-on for tuner/technicians that gives RPT, another that gives CAUT, another for rebuilders, and so on.
