Here in Kentucky, where we have income taxes but no casinos, we have had a small budget cut at the university (U of Louisville) but no pay cuts, furloughs, or lay-offs. We do have a pay freeze and a hiring freeze. We've been asked to turn our computers off at night. Saves electricity. Although we are considered a mid-size school of music, I think, 325 music students, enrollment is up and test scores of incoming students are higher. Morale is pretty good here; we seem to be doing ok for a small state. I wish I could get a furlough. I make more money when I'm working on the side.
