Fred, here's more.

Learning never ends. After writing, I did some checking and found plenty 
new. For instance, MIDI now _does_ enable transmitting actual sound 
data, as well as real-time, per-note tuning control.

Here's a link to the part of the MIDI Spec that details controlling 
tuning with resolution of .012 cents:

Here's a page with a ton of info on hundreds of tuning scales, and a 
program for MacOSX, Windows, and Linux/Unix to create and download 
tuning files to various soft- and hardware synths:

brand and model, capable of receiving microtonal tuning instructions for
