What do you think is the best method for cleaning the felt?   Or should it just be replaced?

Pull the back action out and clean the felt grooves,
maybe there is no need to replace.  Graduate the
assist spring tension either with a Correx gage or
by gram scale (my method).

If there is overring, chances are that the tension is too light.
