As far as a power tool to remove Baldwin dowels. I haven't tried this, but I wonder if the tool used for removing broken screws would work. (I forgot what that's called.)? Drill a prep hole in each dowel, and the use that tool with a reversible drill, and take the dowel off. Anything you do to them could be done out in the open and not in the stack, whether it is replacing felt or the entire dowel.
