I have used a small portable belt sander, 1", possibly called a power file. I just use the end that goes around the wheel, and take enough off the top for the tube to fit. No chance of splintering. Then I used a Japanese (fine-tooth, pull-type) saw to make two small cuts from the edge of the panel and tangent to the left and right edges of the hole.
