Wim, For pianos on which the bushings are not worn but merely 'nested', I do this routinely. The trick is to apply enough steam via iron/ moistened cloth to swell the wool fibers but not enough to soften the glue. Same technique works with indented letoff button punchings and whippen cushions. For these latter two, after steaming, the cloth must be dry-ironed to 'set' the fibers into their new position.
