I see it as jack traveling distance. If the jack starts from too far
under the butt, it has too far to travel until it gets completely out of
the way. This makes the letoff too long to be regulated properly.

I agree with Wim.  The bobblying is certainly because the jack isn't
getting away from the butt enough...make sure the checking distance is
right...
