Like Ed said, added mass might be beneficial, but I'd 
recommend trying it in the low tenor area where the problem 
is, rather then in octave five where it's not, as a first cut. 
Measure the scale too, if the mass load proves to be less than 
dramatically curative, and see what the break% is in the low 
tenor. If the mass load doesn't help, the scale data sent to 
someone who does scaling, with an appropriate recompense, 
should get you enough detailed information to orient you as to 
what is happening where. It ain't the hammers, as you've 
found, so that leaves string scaling and/or the soundboard 
assembly.
