No, it doesn't COOOOoooast 25 cents... ;-)
All it means is that the usual test blow, or setting blow, will tend to
make the string go slightly sharp instead of flat. Usually only a
fraction of a cent, but in my experience he is correct. "Coast" may not
be the most accurate word to use, but it does give the idea.
