I believe Fred has it right in his post. That is exaclty what happened
here at IC back in the 80's during and after the NASM visit. Also, I had
to submit a report to the dean on our plan for replacement of the old
inventory. We got a capital budget for several years to purchase new
instruments. Of course it helped that it was "the fat 80's" and the
college had some extra money to burn.
