Ed,

You can use pliers just above the block to force the wire in deeper then
use needle nosed pliers and clasp the wire just above the block and pry
the wire out of the block until it reaches the point you desire.

If a very small adjustment is desired turn the wire at the head and pull
up or push down with the lever elevated.

If they are truly frozen in there you may have to take the extra two
hours and drill them out.  I have removed repaired and replaced and
timed the dampers of a damper action is less than an hour, but that is
moving fast.  Not recommended just before a concert.
