I use Mozilla... and no such option exists in it.  Tho I can define pure 
text domains and HTML domains to send to. Cant speak for other clients.

    In your mail client, click on "tools", "options", "Send", HTML
    Settings, then uncheck "Send pictures with message". That should do it.
