The Wurlitzer spinet action of this era is a one piece unit.  The rail in your photo has a set of four small flat iron brackets that are screwed into the front of the rail and also into the keybed.   You will need to remove the screws that attach to the keybed itself through the feet of these brackets. The slots you see in the rail were used and can be for removing the lost motion in the keys as a rough in group.  The rail should remain attached to the action brackets when removing the action.  The action is removed from the plate with the usual long Wurlitzer round head screws that pass through the fiber tubes.  Once these are removed the entire action along with the front rail.  It is a little heavier than some of the other spinet actions but the upside is that the stickers remain attached to a rail and there are no detach/re-attach issues you often find with wire drop lifters.  Once you get it out you will probably like it.
