[pianotech] Fly dampers

Why were certain notes on my customer's nice old German upright going 
"dunk"?  Because the damper felts had come off the heads and stuck to 
the strings.

This action has a set of "fly dampers" in the bass - not unusual - BUT, 
in this action, they are below the level of the hammers. See pic.  I've 
not seen this before.
