Terry, I would suspect bass bridge seperation from the soundboard or apron at the tenor end. That is what I always suspect whenever those last few notes get really shallow sounding. Try pressing down really hard on that end of the bridge with a screwdriver to see if the tone improves. It's a cheapie piano with collapsed soundboard, just shoot some thick CA in there or epoxy to fill up the gap.
