It depends... If you're strictly going by mph as measured by a tire, then it doesn't matter. However, Mach is calculated as a percentage of the speed of sound. At sea level, the speed of sound (mach 1.0) is about 660 mph. At 35,000 feet, mach 1.0 is about 600 mph.
