One more thought - didn't those old Steinways have individual springs on each damper underlever, or at least the first 40 or so? If so, this would be adding to the force required to activate the sustain pedal. Not being a damper specialist I am not sure if those springs could simply be removed without repercussions...

The springs are necessary to help push the dampers on the strings. I just rebuilt an old O, and some of the springs were broken. For the tenor section, with tri-chords, I was able to get away with not doing anything. But on a couple of 4th and 5th octave dampers, I had to add a fishing line weight to the damper wire to get them to dampen correctly.
