I think it's the sostenuto tabs engaging the rod on the way up . On a hard blow they power through. On a light blow they drag and the resistance is felt at the key. Then something starts binding, it feels like something in the action is dragging, holding the key and action back. On a medium to hard blow there is good power and the problem is hardly noticeable but at pianissimo the action will hardly play.
