I think the tuning pin holes are glazed, causing jerkyness in the pins.
The holes were drilled with a bit that was allowed to become too hot.
Another possibility, is the pinblock is contaminated.
Young Chang had a problem, where silicone used to install the plate screws easier, and it migrated through the block to some pins in close proximity.
