Thanks for all of your replies to my question. Even the potshots were fun. I'm calling it a Herrberger-Brooks spring and loop action, and will approach any regulation I do with the principles that apply to other single escapement actions, and with the knowledge that the hammers do in fact rest on the rest rail.
