I, too, staple one side of the Velcro to the rim and the other to the fabric, which I sandwich between the Velcro and a piece of cardboard (so the fabric is less likely to tear).

I use push pins to secure the velcro on the rim (alternatively, you
an staple the velcro too). It holds the velcro well, and I have never
ad it fallen. On the fabric, I staple the velcro of course. This way,
t's easy to open and close the cover without re-doing the staples.
