Paypal does charge a fee for payment and may charge a int'l exchange fee as
well as some credit cards do when, say, converting US dollars to Canadian.
You should ask paypal.

I'm selling a bunch of belly components to a rebuilder overseas.  
PayPal sure would be an easy way of collecting payment. Does anyone  
know whether PayPal charges for a payment? I'm have a basic, no frills
