[pianotech] Binding Keys

Hello list,
I need help from some  experienced piano technicians.  I have a client  
with a Webber grand piano.  Keys 19, 29, and 21 are binding on one  
another at the back of the action.  As someone who is just now getting  
into grand repair and regulation, I am not certain what to do.  What  
are some possible reasons for this?  Thanks
