Is it on all the dampers? You could shift the whole guide rail a smidge to the left. Yeah, all of the bass dampers are too close to their respective bass strings. When I unscrew the rail, it settles and "finds" the place it wants to be, and all the dampers start working again. Are there any pianos that are made with a built-in way to adjust this position?
