[pianotech] Heavy keys...

Baldwins of that vintage are poorly designed (or executed) in terms of
matching leverage to hammer weight.  Some need for altering the leverage or
hammer weights is likely but the action needs to be analyzed by someone who
is familiar with weight/balance/leverage protocols.

I have a Baldwin "L".  Made in 1994
The action at the keys seems very "Heavy". Some keys more than others, but 
from A0-C8 most of the keys are difficult to push. It's as if there is 
something under the keys holding them back.
Of course, there is not, but I am at a loss here.
Any suggestions?
