I'll certainly agree with you Al that if a hammer needs filing/shaping, it very likely needs regulating. However, assuming one is not shaping any significant depth below the grooves, you really are not changing (or making any worse) the existing regulation......

  I do a cleaning and just a cleaning. If you want your hammers shaped, them you also need a regulating. Call me crazy, but it's just my way of doing things.
