balance hole reamer?

This is the tool that is usually referred to as the balance hole 
reamer.   Its purpose, as has been described, reduces the thickness of 
the keystick bottom at the balance hole from the top (inside) of the 
balance pin hole.  It is amazing how many pianos, even expensive ones, 
both new and old, suffer from balance pins binding in the balance pin 
hole.
