Does anyone know the purpose of these tools?

They are punches used to mark the bridge pin spread on new bridges.

Does anyone know the purpose of these tools? 
They are made of sheet steel with 0.60mm. The largest is 81mm in length and the
smallest 55mm. 
The first impression is that this is a model for the bridges construction. 
Who has ever seen or used?
