Try dissolving it in denatured alcohol (the blue chalk as well if you use that). It dissolves faster, goes on a bit better and dries faster. For coating the flange prior to epoxy treatment, Trewax floor wax works well. I use the paste wax. There's probably a better vehicle, but I haven't pursued it. I expect that whatever is on the plate was the same stuff used for bridge tops.
