hammer return spring string

I tuned ten years for a school district with mostly Yamaha uprights.  90% of
them had broken spring loops.  NEVER did I once have any teacher complain
about how the action worked.  I told a few teachers early on, but they
didn't care, and the school district didn't want to pay for it, so it didn't
get done, and no one was complaining at the time I quit.

strings are all rotten.
  Do I replace all the strings? My first choice. Or, do I replace the butt
flange assy. (flange, spring, string)?
  Doing that I will probably have to travel the flanges. My guess at time
would be longer to do the strings alone. All the bushings are moving well.
No verdigris.
  Any suggestions? Am I looking at 4 to 6 hours or more? How much does a job
like this run?
