Damper felt replacementI forgot to provide a link to Bill's web site. I see he now offers his instructional booklets for free in pdf format. How cool.

Vertical Damper Replacement

This nine page pamphlet presents step by step methods for diagnosing damper problems, re-designing dampers to improve poor damping common in the bass and tenor, a unique method of pre-adjusting damper heads prior to installation of new damper felt, and simplified methods of damper head and spoon regulation. $2.50

Free download (1.6 MB download, pdf format)

I have followed his advice to the letter several times with fabulous results (although I also have to point out that I also completely rebuild the damper levers - springs, action centers, felt, etc.).

Indeed. Bill Spurlock has a nice instructional paper on this subject. Also, especially if the piano is a vertical, are the damper springs strong enough?

However, after damping, there is still a lot of 'ring' in the piano

Chances are that the bass heads are not long enough for damping power
and you didn't use trichord (or enough of) in the tenor.

There is discussion in the archives on long bass damper heads.
