The action was laid in that position to take the photo. Then a strip of two-foot wide blue paper cleaners' paper towel material the customer had, was laid along the keys and the action laid down again further into the keybed, supported mainly on the top on the substantial nameboard "rail". Stray felt dust that escaped the blue paper was vacuumed up afterwards. On reflection, I've done hammer filing in a variety of positions over the years! I think it has depended on the size and shape of the action and the piano itself, when doing it in the home.
