This appears to be a jig for slicing a broken hammer shank and a replacement shank. Put the broken shank in one end and use the long slot to guide a saw blade for cutting the shank. Put the new replacement shank in the other end of the hole (tunnel) and run the saw blade again to cut the corresponding shank at the same angle. Then you glue them together, using (perhaps) a straw to keep them aligned.
