Files on your pocket pc should automatically sync with a folder on your desktop. But you have to have ActiveSync configured first to sync files. It sounds like you've already got the file on your desktop folder, correct? But you are having trouble opening it? The file is in Microsoft Excel format. If you don't have Excel you will have to have some sort of spreadsheet program or viewer to import it. If you do have Excel you should be able to open it just like any other spreadsheet file.
