Upweight/Downweight

Greetings, 

       What is the difference between upweight and downweight on a piano key? 
Which one is which: fore or aft the balance rail? Do these ratios, as one 
factor, differ consequentially in grands as opposed to upright pianos? A general 
intoductory explaination would be appreciated.
