charging for downtime?

Just have to open my mouth at risk of putting my foot in it on this one.

I'm in a rural area, and for me twenty miles is not a big deal.  In 
some places twenty miles can equal a lot of time.  I choose to be in 
the country.  If I'm not as busy as I want to be and choose to work 
and advertise farther from home, I don't penalize the customer or 
price myself out of the market by charging for travel or less 
efficient scheduling.
