Hammers blocking in Seiler uprights

If you use the standard balance hole easer from the top (the one with V-shaped sides), will that give equivalent results? It will push back the top edges of the too-tall hole instead of reaming the step lower, but will the balance pin know the difference?

Every new Schimmel I've serviced in the past couple of years has needed this work done. And John shows the tool!
