what were they really trying to say?

Tuning a Currier spinet the other day I noticed a tag glued to the pinblock
stating something along the line of:
"All new 15 layer pinblock made of......"
Does this mean/imply that some of their pianos were made using "used"
pinblocks instead of new??? <G>
I know - it's what I get for tuning a spinet that, for the record, was
"only" 122 cents low...... :-(
