Hi, Jon.

I don't know that tool, unless it's a version of the tool sold by 
Renner, with both blades on one end of a handle. How does it get into 
the screw that's further away from you, far under the bottom of the 
whippen? With the stack on the keys, the access between the key and the 
whippen is near zero, and finding the screw slot is much harder than 
finding a modern brass capstan hole by feel. Besides, if I remember 
right, there is a vertical sticker pinned into the whippen that dangles 
into a felt-lined recess in the rocker capstan, and turning the back 
screw with those in the way is for all practical purposes impossible. 
That's why I said, "to my considerable relief". Doing it as I described 
was relatively painless, non-damaging, quick, and didn't require a 
special tool or unprintable incantations. Do you see a drawback to that 
approach?
