Advice? Opinions? Guidance?

Maybe he's dishonest about his work or maybe not. Maybe he's just a  
otherwise decent guy trying to get some business using questionable  
methods. Or maybe NYS stands for something legitimate. Before doing  
anything you should probably speak to this man.
